When you send data on any computer network, it is broken down into network packets. Think of it as many messages that make up part of a larger message. Most data packets have two distinct parts, the header and the body, otherwise referred to as a payload.

The header packet tells the destination server where the data is coming from, including the sender's IP address. IP address spoofing involves modifying the packet headers to change the source IP address and trick the server into thinking the data packet is coming from a trusted source. Spoofing is illegal mainly because it is primarily used for DDOS attacks and other forms of cybercrime.
